Issues

For such a simple action of moving a suitcase from a baggage trolley onto a set of weighing scales and then onto an aircraft, the ground handling link in the air transport chain can easily become very complicated.  Deciding on the optimum number of ramp handers requires balancing the often conflicting objectives of maintaining or improving service quality, safety and security; providing an environment to allow economic, effective and viable operations for the handlers, and minimising the costs to the users.  Should there be minimum employment terms and wage rates for handler employees?  What objective selection criteria can be set by airport operators when selecting companies to provide ramp services, and how should the airline community be involved?  What should be included in Centralised Infrastructure and how much should it cost?  Could a GSE pool work?
